Recording of Act 48/Graduate Courses
All approved providers are required by the state of PA to record Act 48 hours for individuals taking graduate courses, which includes PA colleges & universities. However, they all do not follow the same procedure for recording Act 48 hours to PDE. It is your responsibility to see that your Act 48 hours are documented with PDE.

Not all out-of-state colleges/universities are approved providers of Act 48. If you are attending an out-of-state school, you should first call PDE to verify that they are an approved provider at 717-783-4307. After verifying that they are an approved provider, contact the Registrar Office of your college/university and request an official transcript be sent directly to PDE. PDE's address is:

The following procedure should be followed to receive your Professional Personnel ID # from PDE:

  1. The website is http://www.pde.state.pa.us

  2. Click on “Act 48 – Continuing Professional Education”

  3. Click on “On-Line Act 48 Professional Education Record Management System”

  4. Click on “Get your Professional Personnel ID”

  5. Enter your Name, Social Security # and Date of Birth

*Address/Name Change form is available at this site. It is important that you keep your records with PDE accurate at all times!!
**Please file this important information in your Act 48 folder.


FLEX

Flex Requirements are as follows:

  • 23 hours of Flex - only 6.5 of these hours can be Community Flex

    • The first 6.5 hours of Flex must be completed prior to the Tuesday after President’s Weekend in February.

    • The remaining hours of Flex must be completed prior to the Tuesday after Memorial Day.

  • If necessary, another 3.5 Flex Hours will be required. This is the case if there is a weather related make up day. Bringing the total to 26.5 hours.

  • The number of hours required (both Flex & Community Flex) for Part Time Professional Employees will be prorated. 

  • You can bank up to 13.5 hours of Flex. However you cannot bank or carry over Community Flex.

  • If you are a Full Year Long Term Substitute (LTS), you will be held to the same Professional Development requirements (FLEX) as a Full-Time permanent Professional Employee (see above).

  • If you are a LTS who does not have a full year contract beginning the first teacher day, you will not be required to participate in the district's FLEX program. You will not be paid for the FLEX In-Service days. This will remain true even if a new contract is added which extends your work to a full year. However, if there is a Weather-Related Day off, you will have the option to earn 3.5 Professional Development Flex hours to cover that day off. If you do not earn 3.5 PD Flex Hours, you will not get paid for that day.
